Key changes on DfE CF2025 Environmental standards, the lessons learned from Wales and England - How can this benefit Scottish Schools?

The new DfE main contractor framework CF2025 is now live, as part of the Tender process the DfE have implemented a step change in their environmental design standards, output specifications, and sustainability requirements, all aimed at standardisation of design and efficiency of delivery. At Cundall we have been involved in the creation of these new standards, as well as having a long-standing involvement as Technical Advisors in the Welsh Schools MIM programme. Joining these strands together we can share the key lessons learned and latest thinking from to the benefit of future schools & colleges in Scotland.

Maximising Space Utilisation and Cost Efficiency in Secondary Schools Design

This presentation explores how data‑driven space utilisation analysis can improve affordability, sustainability and long‑term value in secondary school estates. Using Moray Council case studies from the Learning Estate Investment Programme—Elgin High School and Forres Academy—it demonstrates how systematic reviews of space use and timetabling can challenge traditional capacity assumptions. At Forres Academy, Building Spatial Intelligence (BSI) analysis enabled a reduction in Gross Internal Floor Area while maintaining educational quality. At Elgin High School, Smartviz and BSI data supported refurbishment and repurposing instead of an extension. The session offers practical, transferable insights to support evidence‑based capacity planning and efficient learning environments.
