Kirsty Ferguson

ASL Project Manager, Falkirk Council

Kirsty leads Falkirk Council’s authority-wide review of Additional Support for Learning (ASL), shaping future service design, strategic planning and the development of equitable, needs-led support across the system. Her work focuses on strengthening consistency, confidence and coherence in how schools and services work together to meet the needs of children and young people.

With a background in teaching and leadership roles in inclusion and ASN, including overseeing whole-school and targeted support structures in one of Scotland’s largest secondary schools, Kirsty brings both practitioner insight and system-level experience to her role. She works collaboratively with colleagues across schools and central teams, alongside external partners and families, with the aim to develop sustainable approaches to inclusion, clear pathways of support and systems that will enable staff to feel confident and well-supported in meeting diverse needs.

Her approach is grounded in the Presumption of Mainstream, UNCRC incorporation and Scotland’s ASL policy commitments. Central to her work is ensuring that the voices and lived experiences of children, young people and those who support them meaningfully inform planning, practice and decision-making, so that every learner can access the right support at the right time in their local community.
