Martin was seconded from the Scottish Funding Council (SFC) to Fife College in 2019 to oversee the development of a full business case for the College-element of the new Dunfermline Learning Campus. The £100M business case was approved by SFC and Scottish Government in October this year. Prior to that Martin worked with SFC for 27 years as a senior manager working across a wide range of financial, regulatory and policy environments of the tertiary education sector. As Head of the Property and Capital Funding Group, he was responsible for the delivery of a capital investment programme in excess of £1.2 billion, including City of Glasgow College, between 2004 and 2010, before heading up SFC’s policy areas in Widening Access, Coherent Provision and Skills. Martin qualified as an accountant with KPMG.
