Scott Mulholland is the Director of Education at South Ayrshire Council, a role he took up on a permanent basis in October 2025 after serving as Acting Director since June 2025. He previously held the position of Assistant Director of Education from 2022 and brings extensive experience in educational leadership and improvement.

Scott began his career as a primary teacher and later served as Depute Head Teacher before leading South Ayrshire’s Inclusion Service as Quality Improvement Manager. In this role, he oversaw key priorities focused on additional support for learning, school improvement, and the Scottish Attainment Challenge—helping to improve outcomes for children and young people across the authority.

At a national level, Scott contributes as an Associate Assessor with His Majesty’s Inspectors in the primary school inspection programme. Through his involvement with the Association of Directors of Education in Scotland (ADES), he has co-chaired the Inclusion, Children and Young People Network since 2022, representing ADES on a range of national groups and working closely with colleagues across Scottish education and government.
